Job Description 

This role will hold accountability for the successful performance management of specified sub-contractors and delivery partners to ensure they meet contractual needs. You will be required to maintain TCHC’s standards of supply chain management in line with Merlin Excellence in Supply Chain Management.

You will manage subcontractor’s performance against targets and KPI’s to ensure the contracts are being delivered to company and Authority standards and legislative requirements.

You will manage partner submissions by checking quality and accuracy of the details and by managing all error resolutions with assigned delivery partners.

As a Partnership & Supply Chain Manager, you will develop and maintain effective relationships with key stakeholders within relevant markets to promote TCHC’s services and ensure that business opportunities are maximised.

Working closely with the Director of Cirriculum and Quality, you will umdertake riguous checking of all delivery to ensure quality are being met.

This role is looking for a higly organised and proactive individual that will ensure there is high performance in supply chain on ESF, GLA, ESFA, DWP funding and other contracts where appropriate, through regular reviews with partners, communication on performance, compliance, quality in a clear and transparent way with clear deadline and actions to be undertaken with the partners. Management must be made aware of reccomendations and reviews must be completed timely and stored safely and accessible to all require acess. 

Main Tasks & Responsibilities

  • Work with the Programmes Director, Operations Director, senior managers and Programme Managers to ensure targets and objectives are clear, accurately recorded, and being met. Ensure funding claims are maximised and accurately made.
  • Ensure effective reports are produced and presented for the benefit of colleagues, funding bodies, and other strategic partners on a regular basis,
  • Make decisions on the information provided to you to ensure there is smooth delivery of the projects within TCHC including: target profiles & volume, identifying areas of improvement when required
  • Working alongside the quality team analyse the qualifications undertaken, funding allocated and learner data to be monitored. Ensure minimum standards are always met and actions are taking out to ensure learners attainments is high, success rates, completion rates, achievement rates are all good and outstanding.
  • Ensure that TCHC contributes well to meeting the education and training needs of employers, the community and achieves good outcomes for learners including progression and destinations being met as per contract requirements.
  • Liaise and work with the regional/sub regional partnerships to progress ambitous initiatives (this includes but is not exclusive to working with Job Centre Plus, Local Enterprise Partnerships, Sub Contractor’s, Training Provider Networks and Local Authorities)
  • Identify business development opportunites, report to the Head of Strategic Development and Operations Director with recommendations for funding to apply for and commercial opportunities
  • Ensure that all legislative requirements are observed and adhered to
  • Ensure that all staff are aware of and encouraged to promote the take up by employers and learners of other TCHC products and service
  • Work alongside Head of Administration and other staff ensuring quality and service processes, protocols and administration is in place to deliver successful audits both internal and external
  • Put together SLA’s with sub contractors as per funding agreements with the funding body with additional clauses, terms and conditions as required for the contract
  • Agree on KPI’s with sub contractors to have as profiles within the SLA with volumes and values and then manage the performance of assigned sub-contractors against agreed KPI’s to ensure the contract is being delivered to agreed contractual targets.
  • Work with the Head of Strategic Development to ensure there is an effective handover from tender and bid from business development to operations
  • Ensure due diligence documents for policies,centre body approval status with awarding boadies, and staffing details are collected from sub contractors to ensure they have the capacity to deliver
  • Ensure the contracts with funding bodies and partners are stored safely online, hard copies are in head office in Watford and our administration hub in Stansted
  • Ensure there is a sub contractor management plan for each programme on when to review partners, to carry out performance, audit, compliance and quality checks working with the quality team, admin claims team and Programme Managers as appropriate
  • Ensure partners are clear on contract requirements, deliverables, eligibility, compliance and how to claim, with information on specifications and guidance documents produced with face to face (or remote if needed) training and webinars organised with partners
  • Carry out partnership and stakeholder meetings to promote contracts in the georgraphical areas as required, supporting the contracts strategically including employer engagement identifying training needs
  • Have good relationships with LEPs, funding bodies, chambers of commerce, local employer networks and training provider networks, ERSA, AELP, FSB, CBI and TUC
  • Identify underperforming subcontractors and support them to improve underperformance, taking appropriate measures as necessary to ensure effective service delivery.
  • Identify concerns and recommend decisions to Programme Director
  • Manage and maintain sub-contractor relationships ensuring service delivery is of a high standard.
  • Ensure effective communication with all stakeholders informing them of delivery status and any developments that may affect contract delivery.
  • Monitor the sub-contractors’ performance against contract and internal targets; develop agree and initiate action/ improvement plans as required, regularly monitoring performance against agreed plan.
  • To contribute to the development of systems, procedures and strategies to ensure delivery standards are met in accordance with requirements set by funders.
  • Liaise with the Quality team to ensure quality monitoring, reporting and improvement plans are in place for all sub-contractors to meet company quality standards.
  • For all partner submissions, liase with admin claims team to ensure all details are correct and evidence meets the required standard, checking reports and systems as required to identify any errors, queries or validation issues as required
  • Manage error resolution with all partners and check all invoices against delivery.
  • Ensure that queries raised are dealt with in accordance to company procedures.
  • Ensure that current Health & Safety and Safeguarding requirements are achieved and maintained by partners through regular monitoring visits.


Note: These duties are a guide to the work the post holder will initially be required to undertake.  Amendments may be made from time to time as the role evolves and to meet changing circumstances and these do not form part of the contract of employment.







Project Management qualification/ Prince 2 or equivalent comparable qualifications


Level 3 NVQ in Advice and Guidance    x
PTLLS, Certificate of Education or PGCE qualification    x
Educated to Degree/Level 4 or equivalent comparable experience.  x  

Knowledge / Technical Skills


General knowledge about types of training provider – colleges, higher education, independent, etc.


Knowledge of issues and challenges facing Manager’s and staff and how to improve performance on contracts as required



Knowledge of IAG, Employability Skills, Vocational, Functional Skills, Apprenticeships


Basic understanding of HR practice x  

Knowledge of the Local Labour Market and trends


Microsoft Office: Word, Excel, Outlook, PowerPoint – intermediate competency required.

Leadership, personnel management and motivational skills. x  
Demonstration of high level of professional integrity, tact, flexibility, loyalty and commitment to the company together with the ability to resolve financial issues and solution identification where substantial levels of judgement are required. x

You will have a proven solid track record of successful relationship management and to have significant experience of managing sub-contractors in the skills, welfare to work sector.


Experience of Managing government funded contracts and projects with a strong working knowledge of government funded programmes, including AEB, Apprenticeships, DWP and ESF    
At least two years’ experience of successfully leading and managing teams to deliver performance targets
